In a press release, the Navy Command Headquarters elaborates on media’s doubts on “In a non-transparent scheme, 0.6 billion budget is entrusted to an unknown company to make homemade submarines” (October 1st, 2018)

        The Navy Command Headquarters responds today (1st) that the media coverage “In a non-transparent scheme, 0.6 billion budget is entrusted to an unknown company to make homemade submarines” is far from the truth.

        A total of 7 foreign companies entered the bid for the first stage contract of homemade submarine, which was arranged by CSBC. CSBC verified the capital, technological personnel, export permits of each bidding company (among other criteria), and determined that only GL company satisfies the export permit requirement. Hence, CSBC followed the rules stated in the Government Procurement Act and proceeded with restrictive tendering After three tendering openings, GL company secured the contract with around 0.6 billion dollars.

        The Navy Command Headquarters stresses that the homemade submarine procurement project only allows direct contact between primary contracting party, the CSBC, and original firms. No brokers or agents are allowed in the process. All business sources are reviewed and controlled by staffs from the submarine project, NCSIST, CSBC, and scholars, all following the law to ensure no illegality occurs.

        The case is currently on track, and there are absolutely no under-the-table actions. All tasks are in good progress, done on schedule, and are verifiable. So far there are preliminary results. The Navy Command Headquarters asks for the public’s support.
